Creating the New Center for Quality Management

What compels an organization to revisit its strategic intent? Management often will question an organization’s direction when faced with poor business results. In 1994, however, the Center for Quality Management reexamined its direction at a time when the organization was very successful and not in distress. This planning effort afforded CQM a unique opportunity: to reassess our strategic direction and at the same time to run an important experiment in combining Total Quality Management techniques with a sophisticated planning methodology. This article will describe the background, the process, and the outcome of this effort.
